QF Solver 0.2.8 WP03 — final Owner gate

This record closes the Owner gate against commit 6895576206e163cfb9999ba74f5b4cbf081b1c98. It records seven bounded promotions and one rejected promotion. It does not alter numerical source or 0.2.7 evidence, and it does not claim general element validation, certification, external correlation or universal maturity.

The machine-readable decision is wp03_owner_gate_final.json. It pins the SHA-256 digests of the technical WP03A and WP03B evidence and updates the final WP03 maturity matrix.

Audit outcome

The seven promotions are APPROVE_WITH_LIMITATIONS. Their predeclared scope and tolerance records, analytical oracle, replay determinism, convergence and applicable amplitude, phase or energy checks pass. The oracles are sufficient for the declared scalar or slender analytical systems, but are not used to extend the claim to arbitrary BEAM2 or DISCRETE models.

Retained rejection

DISCRETE Newmark remains EXPERIMENTAL. Its deterministic coarse-step phase error is 0.0128952201 rad, above the frozen 0.012 rad gate. The time grid and gate were not altered after the result, and no promotion is authorized.

Claim boundary

Every approved route remains QUALIFIED_BOUNDED only within the limitations in its technical evidence. In particular, the dynamic BEAM2 and DISCRETE claims are one-degree-of-freedom analytical cases and do not qualify general multi-element, multi-DOF, nonlinear, contact, alternative damping or external solver-correlated response.
