Capability Inventory

This legacy shortlist remains a high-level view of the 0.2.5 maturity targets. The controlled, complete 0.2.6 source of truth is now capability_registry.json, rendered for review in Capability Coverage Register. It contains the element, analysis, material, contact and infrastructure capabilities, along with evidence, maturity, gate ownership, historical continuity and explicit gaps.

The shortlist does not close any gate and must not be used as a capability census.
