Allowed Foundation Work

• V&V tooling, registries, safe runners, provenance manifests and artifact policy.
• Documentation, architecture inventory, planned factories and focused non-numerical instrumentation.
• Baseline and smoke checks that guard existing numerical behavior.

Excluded Work

• New FEM element families, constitutive models, friction development or new physical domains.
• New public numerical claims, tolerance relaxation, automatic release, publication or maturity promotion.

Qualified 0.2.5 claims remain historical. Arc-length and coupled nonlinear paths remain experimental unless later gates establish stronger evidence.
